Description: Rangasthalam's local Government body is led by the president of the panchayat Phanindra Bhupathi, an influential, cruel landlord who misuses the Co-operative society, which wrongly encroaches the farmers' lands under the pretext of unpaid loans and charging higher interest rates. Kumar Babu, who returns to Rangasthalam, is disappointed with the events. Ramalakshmi's land is seized by the society for not paying the balance loan. She and Kumar Babu argue with the society that her mother had paid the loan before dying, and that the accounts show inflated amounts. Chittibabu learns from Mahesh that Bhupathi's henchman Sheshu Naidu had insulted the former's father Koteswara Rao in front of the villagers for Kumar Babu's acts. An enraged Chittibabu holds grudge on Ramalakshmi and fights with Sheshu Naidu. The next day, Chittibabu reconciles with Ramalakshmi, but gets arrested for harming the employees of the society.

Movie Story: Chitti Babu is a happy go lucky man who has a hearing disability. His brother Kumar Babu returns from Dubai only to see that nothing in the village has changed, so he decides his elder brother decide to end 30 years of the tyrannical rule of Phanindra, the president of Rangasthalam village.
